Autonomy is not looseness. It is the structure that lets capable people act responsibly without routing every ordinary decision upward.

A capable team can still become a queue.

The work arrives.

The people know enough to move.

Someone can see the customer issue. Someone else understands the risk. Another person has already solved a version of the problem before. The room is not empty of intelligence.
